Election 2002 Candidate Questionnaire Responses

Below, and on the following pages, are the responses to our General Election 2002 Candidate Questionnaire from candidates running for elected office from the Republican, Democrat and Libertarian parties. Even though a few independent and Green Party candidates will appear on the November 5th ballot, we chose, for a number of reasons, not to include those candidates in our General Election issue.

The purpose of our questionnaire (which was stated in the cover letter that was sent to each candidate) was, "...to provide candidates the opportunity to relate their opinions and/or positions on issues that concern our readers and the general public and to connect citizens with those desiring to represent them." Our cover letter continued by stating, "We do not endorse candidates or political parties and would greatly appreciate your participation in this issue by completing the enclosed candidate questionnaire and providing us with your photograph."

Candidates were given clear and concise instructions with a number of ways they could return their questionnaires and photos (U.S. Mail, fax or e-mail). Every candidate was mailed a questionnaire via First Class U.S. Mail. Only two questionnaires were received back as Undeliverable -- Democratic incumbent Senator Jean Carnahan's and the Illinois Republican candidate for U.S. House District 17, Lane Evans'. However, both candidates' campaign offices were contacted and faxed or e-mailed copies of the questionnaire and cover letter.

In going the extra mile, most of the candidates were even called to make sure they received the questionnaire and many were e-mailed reminders. We even extended the deadline right up to the day before we had to go to press to make sure every candidate was given every opportunity to respond.

In past General Elections, we have limited our questionnaires to candidates running for federal and state level offices in both Missouri and Illinois. This year however, we decided to expand our coverage to include candidates running for elected offices in St. Louis, St. Charles and Jefferson Counties as well. In so doing, we decided to create different questionnaires that would be more directed toward candidates running on the local, state and federal levels. To accomplish this task, we created six different -- yet similar -- questionnaires. (You'll have to read and compare the questionnaires to see what we mean by "different yet similar.")

As in the past, various topics were selected and statements/questions were asked related to each topic. Candidates were requested to review each statement/question under each category and select only one statement/answer that best described or presented his or her position/opinion.

Candidates running for federal and county level offices (U.S. Senate, U.S House of Representatives, County Executive, Presiding Commissioner, County Council, Clerk, Sheriff, Collector of Revenue, Assessor, Recorder of Deeds, Prosecuting Attorney and Auditor) were given questionnaires that consisted of one statement under each category and were provided with three choices: I agree (indicated by an "A" in their answers listing); I disagree (indicated by a "D" in their answers listing) and I am undecided (indicated by a "U" in their answers listing).

Question/statement number 12, which related to abortion on the federal and county level questionnaires, was the only multiple-choice question. Candidates were given five choices -- a through e -- and asked to circle which statement best described their position/opinion on abortion. This same question was asked of candidates running for state offices as well.

Candidates running for state offices (Governor, Lt. Governor, Secretary of State, Attorney General, Treasurer, Comptroller, Auditor, State Senate and State Representative) were presented with only 10 statement questions and given several choices under each topic (a., b., c., etc.). The candidates were asked to select only one of the choices under each topic that best described his or her opinion/position.

Although candidates were not given the option to make comments regarding the topics or statements on the questionnaire, some candidates chose to make remarks for clarification. In such cases, provided their remarks were brief, it was decided to note and quote their comments by placing an asterisk (*) next to their response choice and including those comments below their answers.

Incumbent candidates (those presently holding either a federal, state or local office for which they are running) are indicated by a lower case, italicized, bolded "i" after their name.

"NA" (No Answer) without an asterisk indicates that the candidate chose not to answer the question and did not make any remarks.

If a candidate did not respond to our questionnaire you will find "CHOSE NOT TO RESPOND" next to their name.

Listed at the end of the responses for the Missouri State and County races are the candidates who have already won their races because they will not be facing opposition in the November General Elections. These candidates won either by default (meaning no one from another political party will be running against them in November) or they won by defeating someone from their own political party (with no opposition from another political party) during the August Primary Elections.

It is extremely important that you compare the candidate's responses to the right questionnaire. As mentioned earlier, we sent out six different (yet similar) questionnaires. To see whether or not you agree with the candidate who is vying for your vote, you will need to compare his or her answers to the appropriate questionnaire printed in the article entitled St. Louis MetroVoice General Election 2002 Candidate Questionnaires (Pages 7-11).

The questionnaire responses of primary candidates who secured the nomination of their party on August 6 were reprinted in this issue along with the responses from the candidates from the opposing party/parties who did not have primary opposition. Candidates who responded in our August Primary Issue were not permitted to change their response for their General Election listing.
