Election 2002 Candidate Questionaires

The following are copies of the six different, yet similar, candidate questionnaires that were sent to all General Election candidates within the MetroVoice's readership area in Missouri and Illinois.

Since there were six different questionnaires, it is extremely important that you compare the candidate's responses to the right questionnaire to see whether or not you agree with the candidate's positions/opinions.

To do so, you will need to do the following:

1. Turn to the section entitled St. Louis MetroVoice General Election 2002 Candidate Responses (Pages 12-15).

2. Look under the classification of the race in which the candidate is running. Those classifications are: U.S. Senate, U.S. Representative (Missouri & Illinois); State Auditor, State Senators, State Representatives (Missouri); Governor, Lt. Governor, Secretary of State, Attorney General, Treasurer, Comptroller, State Senators and State Representatives (Illinois); St. Louis County Executive, St. Louis County Council, St. Charles County Council, St. Charles County Clerk, St. Charles County Sheriff, St. Charles County Assessor, St. Charles County Recorder of Deeds, Jefferson County Presiding Commissioner, Jefferson County Auditor and Jefferson County Recorder of Deeds.

3. Find your candidate and his or her responses to our questionnaire. (Hint...you may wish to copy their responses down on a piece of paper to compare them to the proper questionnaire listed below so you don't get confused or have to keep turning the pages back and forth. You can also use your piece of paper as a score card to determine how many of the questions/statements the candidate answered correctly to your way of thinking.)

FEDERAL LEVEL QUESTIONNAIRE - MISSOURI AND ILLINOS

(U.S. Senate & U.S. Representative)


1. Homeland Security

In the interest of protecting our citizens against terrorism, the federal government should establish a national identification card utilizing Social Security numbers, finger printing and/or other biometric information to positively identify all citizens.

Congress should make across-the-board income tax cuts and cut federal spending to lessen the tax burden on all citizens.

MISSOURI STATE LEVEL QUESTIONNAIRE

(Missouri State Auditor, State Senators and State Representatives)


1. Education

[a] Missouri should protect public education from efforts to undermine its funding; become more involved in local control of schools and encourage more involvement in the School-to-Work approach to educating children which is designed to prepare and guide our children to join the workforce as productive citizens.

[b] Missouri should foster competition among schools by allowing privately operated schools to be publicly funded; reduce its involvement in local control and encourage a more classical liberal arts approach to education which provides the basic skills and knowledge to equip children to choose whatever career they so desire.


2. Concealed Carry & the Second Amendment

[a] The control of firearms to reduce or eliminate crime and protect our children is extremely important. The Second Amendment only applies to the National Guard, not to the general population. Missouri law should stay as it is and not allow citizens to carry concealed weapons.

[b] The Second Amendment broadly protects the rights of citizens to keep and bear arms. Gun control laws infringe upon those rights and are a violation of the Constitution and the original intent of the Second Amendment. Missouri should allow law-abiding citizens the right to carry concealed weapons.


3. Capital Punishment

[a] Missouri should discontinue its use of capital punishment.

[b] Missouri should temporarily suspend its use of capital punishment until a study on its alleged misuses and effectiveness in deterring crime can be accomplished to provide recommendations for reform.

[c] Missouri should continue the use of capital punishment.


4. Sexual Orientation

[a] Missouri should repeal our state’s sodomy law and institute new laws that protect citizens from all forms of discrimination based upon their sexual orientation or sexual preferences.

[b] Missouri should maintain our state's sodomy law. Someone's sexual orientation or preference are not immutable characteristics but a lifestyle choice and do not qualify for special protections/rights under the law.


5. Business

[a] Missouri should regulate as much of the business community as possible to insure economic growth.

[b] Missouri should limit its regulation of businesses except in areas of environmental & safety concerns.

[c] Missouri should regulate business as little as possible and foster free enterprise.


6. Gambling

[a] Missouri should take full advantage of gaming as a revenue source since only those who choose to gamble will participate and added taxes can benefit education and other social programs.

[b] Missouri should not allow any further expansion of gaming until an in depth study of the social and economic impact that gambling has had on the state and its citizens has been be accomplished.

[c] Crime, personal bankruptcies, political corruption and gambling addiction have all increased as a result of gambling over the past 15 years. Missouri should scale back on gaming because the costs outweigh the benefits.


7. Taxation

[a] We should support state services by finding new revenue sources to fully fund education, social services, and other vital programs, even if taxes must be raised for all citizens.

[b] We should slow the growth of state government and ease out of our current budgetary crisis by allowing increasing general revenue to catch up with expenditures.

[c] We should stop the growth of government and reverse some of the expansions of state spending that have occurred over the last ten years.


8. Abortion

[a] The right to have an abortion is, and should remain, a woman's choice.

[b] Partial-birth abortions should not be allowed, but other forms of abortion should be allowed.

[c] Abortions should be done only to save the life of the mother or in cases of rape and incest.

[d] Abortions should be done only to save the life of the mother.

[e] Abortions of any type should not be allowed.


9. Property Rights

[a] In issues such as protection of the environment, the preservation of wildlife and its habitat, urban sprawl, sustainable development, economic growth, etc., the rights of private property owners and businesses must be considered secondary to government’s mission to act for the benefit of all citizens.

[b] Individual property ownership is one of the foundational principles of freedom. Federal, state and local governments should not, except in rare cases, invoke their power of eminent domain as outlined in the Constitution. When they do, the concerns of the property owner must come first along with just compensation.


10. Homeland Security

[a] In the interest of protecting our citizens against terrorism, Missouri should set up a state identification card utilizing Social Security numbers, finger printing and other biometric information to positively identify all citizens. Such a system should also coordinate with federal efforts to prevent terrorism & protect our freedoms.

[b] A state or national identification card would do little or nothing to protect our citizens from terrorism. Such a system would not only be an invasion of privacy but could easily be abused and serve as a powerful tool to destroy the very freedoms and liberties which it is intended to protect.

ILLINOIS STATE LEVEL QUESTIONNAIRE

(Illinois Governor, Lt. Governor, Secretary of State, Attorney General, Treasurer, Comptroller, Illinios State Senators and State Representatives)


1. Education

[a] Capital punishment is cruel and unusual punishment and should be permanently banned in Illinois.

[b] Illinois should have capital punishment for commission of certain crimes.


4. Sexual Orientation

[a] Illinois should not add the classification of sexual orientation to its existing Human Rights Act. A person’s sexual preference/orientation is not an immutable characteristic, but a lifestyle choice and therefore does not qualify for special protected status or special rights under the law.

[b] The classification of sexual orientation should be added to the existing Illinois Human Rights Act, which would grant protected minority status to homosexual, lesbian, bi-sexual and transgendered individuals.


5. Taxation

[a] It is the responsibility of state government to provide for the health, safety and welfare of the citizens of Illinois. As these responsibilities are increased by either the state or the will of the people, so must the citizen’s fair share of taxes be increased in order to support the costs of those responsibilities.

[b] The growth of state government and services have placed a heavy tax burden on the citizens of Illinois. Both of these areas need to be reduced to lessen that burden as much as possible.


6. Business

[a] Illinois should regulate as much of the business community as possible to insure economic growth.

[b] Illinois should limit its regulation of businesses except in areas of environmental & safety concerns.

[c] Illinois should regulate business as little as possible and foster free enterprise.


7. Parental Notification

[a] Illinois should have a law that requires parents to be notified when their unemancipated minor daughter seeks to obtain an abortion. Notice should be given at least 48 hours prior to the scheduled abortion. In compliance with the Supreme Court decision, a judicial procedure for waiving notice would have to be included.

[b] Illinois should not have a parental notification law because there are too many situations where it is not in the best interest of the minor for the parent to be notified.

[c] Illinois should have a law that requires a parent to give his or her consent before their unemancipated minor daughter can obtain an abortion. In compliance with the Supreme Court decision, a judicial procedure for waiving consent must be included.
